China has pledged funds for a new detention facility in the Philippines as part of its support for President Rodrigo Duterte’s drug war and anti-crime campaign, prison director Serafin Barretto said.

Duterte’s unprecedented crackdown has worsened severe congestion in Philippine jails and has packed an underfunded and overwhelmed penal system, with the population in Quezon City Jail rising to 4,100 in August.

Officials collaborated with the International Committee of the Red Cross to present a new design of the jail, which was estimated to cost P2 billion ($40 million), by January.
